Engineering design spec.

Normally a design is specified by a serious world business like the Inquisition, but it must also please the customers, so a joint design by heretics and Inquisition is quite reasonable, and in this case falls into two distinct interacting systems.

Starting on the funny side, the heretics' game is to build funny world with funny money, and accumulate funny money as personal wealth. This game has no serious rules, other than must be funny, and the design supports this free play area.

The heretics' weakness is that they are up to 99% serious, and need the Inquisition to remove serious ideas, projects and players from funny world. The design specifies that their funny money is forfeited and turned into time dollars, the Inquisition currency, and specifies a game where only funny ideas get through to create funny world, while serious players do time in the time dollars economy.

The time dollars economy already has a design on file, for efficient application of volunteers and matching funds to areas not served by the money economy.

The Inquisition sponsors and supports funny world, since it is a rich source of time dollars. Much of the time served by serious players is building funny world. Thus the heretics get a boost from the Inquisition for creating funny world.

The Inquisition sees its task as developing the time dollars economy, and will divide its time appropriately. After time dollars becomes self-sustaining, the Inquisition will give all its time to developing funny world to recruit more serious players and produce more time dollars.
